John focuses on the areas of Performance Metrics and Business Process Improvement
Mr. Ricca has over 40 years of experience in both the private and public sectors providing technical advice on professional workforce development, training and business risk assessment. His areas of focus include business strategy, program and operations management, leadership, large program budgeting, and communications. Mr. Ricca is a decorated combat veteran who serves as Senior Technical Advisor to State, Federal and private sector organizations in the areas of Counter-Terrorism and Nonproliferation of Weapons of Mass Destruction (WMD). Mr. Ricca also is fluent in complex financial research and analyses.
As a member of the Defense Nuclear Weapons School’s Partnership Program instructor team, John provided support to the Federal Law Enforcement Training Center, state Civil Support Teams, and other government educational institutions. As guest lecturer, Mr. Ricca has presented at the State Department’s Foreign Service Officer Training Academy, the Uniformed Services University of Health Sciences, the DC Emergency Management Agency, and at federal government non-proliferation conferences.
At SAIC, John served as Division Manager for the Hoes Department’s junior analysts where he was responsible for their professional training and career progression. Additionally, he was Program Manager providing leadership and coordination for projects budgeted at over $25 million. Here, he developed sophisticated project analysis tools for evaluating and tracking budgets for more than 125 distinct projects, applied market trend analysis to develop effective and profitable salary and compensation packages, and business metrics in support of project, program and departmental level performance to meet planned objectives.
Mr. Ricca was coordinating author for several studies of WMD proliferation and U.S. vulnerabilities. Recently he was a member of the Defense Nuclear Weapons School’s Partnership Program instructor team, supporting the Federal Law Enforcement Training Center, state Civil Support Teams, and other government educational institutions. John currently works part-time on a special project for the Department of Defense, Office of Nuclear Matters.
Mr. Ricca has completed a number of specialized courses including the “Brodie” Nuclear Weapons Design Course, operated by the Department of Energy, Sandia National Laboratories, New Mexico; and the Nuclear, Chemical & Biological Weapons Target Analysis and Employment Course, Ft. Sill, Oklahoma. Mr. Ricca earned a Master of Arts (M.A.), Management and Public Administration, Webster University, St. Louis, Missouri and a Bachelor of Business Administration (B.B.A.), St. John’s University, New York, New York.
