Ms. Moorehead is an action-oriented leader with over 15 years of consulting experience with private and public sector clients including the Department of Defense (DoD), the Defense Threat Reduction Agency (DTRA), the United States Department of Agriculture (USDA), the General Services Administration (GSA), the Department of Homeland Security (DHS), and the Intelligence Community (IC) focusing on workforce planning and development. She has a unique combination of program and human capital management and talent acquisition experience. She helps build effective recruitment and brand strategies and ensures alignment of the strategy among field businesses. She has created and implemented recruiting initiatives utilizing her knowledge of industry best practices to build out cohesive staffs. She is skilled at deploying surveys to assess the effectiveness of full lifecycle recruiting efforts. A noted “turn-around” specialist she excels in building trust and rapport with executive-level decision-makers, leveraging team member skills and adeptly managing stakeholder expectations to deliver successful outcomes.
While at Zofia Consulting Ms. Moorehead created enterprise-level workforce planning and development approaches for managing business risks that occur in the absence of succession planning and leadership pipeline development. Her business development activities resulted in the identification and capture of new business opportunities, expanded contracts and streamlined responses to task orders and Requests for Quote (RFQs).
As an independent consultant, Ms. Moorehead managed customer relationship management (CRM) activities, budgeting/fiscal oversight and business development. She built and maintained relations with program leads and key external vendors/suppliers to implement program requirements. Ms. Moorehead’s oversight and optimization of staff performance resulted in bringing underperforming projects to profitability and reversed her client’s negative customer rating thereby reestablishing a positive company reputation.
Working with multiple federal government clients Ms. Moorehead managed profit and loss (P&L), staffing/sourcing, contract performance, budgeting/fiscal oversight, customer satisfaction, and service quality for numerous programs and contracts totaling ~$12.5M (with over 50 employees, consultants and subcontractors). She is able to keep the big picture in view, while delegating effectively and motivating team members to achieve their best results. She participated in the development of a complex marketing presentation which netted a new government client with a $58 million DoD award.
Twila earned a Master in Public Administration (MPA) in International Affairs and a Bachelor of Arts (B.A.) in History from Howard University.
